To act as ‘Commercial Builders’ you need to be registered with the Victorian Building Authority (VBA). The builders are divided into types of work or heights of buildings and depths of excavations.
In the case of a specialist trade contractor who only carriers out one type of work they can be limited to that trade only. For example, waterproofing contractors are registered to only carry out waterproofing works. If you want a specialist trade carried out then it is prudent to go to a contractor who is a specialist and is insured to offer specific work guarantees and certificates.
If the overall works include many types of construction, a commercial builder can act as the principal contractor and employ other commercial builders to carry out their specialised works as a ‘sub-contractor’.
Other commercial builders carry out either structural fit outs or non-structural fit outs of existing spaces within built structures or externally to buildings. For example, fit out a vacant shop within an existing shopping centre or external landscaping to existing buildings.
Further registered commercial builders can carry out all types of work and are differentiated by restrictions only in the heights of buildings and the depth of bulk excavation. The three types of commercial builders who can plan and carry out all commercial
works are :
- Commercial Builders (unlimited). - They can construct buildings of unlimited height and floor size.
- Commercial Builders (limited to the construction of medium rise building work). - They can construct buildings to a height of 25 metres and bulk excavation up to a depth of 8 metres.
- Commercial Builders (limited to the construction of low rise building work). - They can construct buildings to a height of 15 metres and bulk excavation up to a depth of 3 metres.
In many parts of Melbourne height restrictions are enforced by planning controls that restrict buildings to much lower levels of say 11 metres above local ground levels. So, in many locations all permitted building works can be carried out by all registered commercial builders. A low rise commercial builder can equally build up to the permitted level and excavate a single basement or underground carpark.
In practice in most parts of Melbourne and on the Mornington Peninsula all commercial builders are registered to carry out nearly all of the proposed commercial building works needing a planning permit.
The most important decision is not if a builder can construct what you will NOT require in terms of height but if you can create a relationship with a builder who will deliver a high quality of work to time and budget.
